Wendy Matsukawa

Wendy Matsukawa is a Senior Project Manager at Kobayashi Group, bringing nearly 30 years of experience in construction, preconstruction, and design-build delivery throughout Hawai'i. She manages the development and execution of active initiatives—including affordable housing and mixed-use communities—guiding them from entitlements through design, budgeting, and construction completion. Wendy is known for her strategic mindset, technical expertise, and collaborative approach to complex development challenges.
Born and raised in Hawai'i, Wendy holds a Bachelor of Science in Civil Engineering and a Master of Business Administration, both from the University of Hawai'i at Mānoa. Prior to joining Kobayashi Group in 2023, she held senior roles at Fletcher Pacific Construction Co., Hawaiian Dredging Construction Co., Swinerton, and Nordic PCL, where she oversaw major construction and preconstruction efforts across the islands.
